THE GREAT RESET OF THE UN AND WHO

Intro

Several important parallel processes are underway at the level of the United Nations and other relevant international institutions, which should be analysed in a single global integrated framework .

These documents and revisions must be integrated into the global agenda project to transform who into an independent supranational one health organization, with broad legislative power and a preeminent business-oriented financial cartel in the areas covered by the one health project, in particular , but not exclusively, biotherapies and vaccines.

Role of the EU

The EU is playing a primary role in the international platforms in support of the UN/WHO reform, proposing parallel initiatives with the aim of developing strategic interfaces with these processes, escaping a direct control and mandate by the Member States, creating a legal vulnerability  internationally and to the sovereignty of the Member States.

Regarding the UN Zero Draft
“The EU has been most actively involved in the negotiations once its initial concerns about the type
of companies involved have been addressed, but it has no formal mandate from the Council and
therefore has to rely on an ad hoc consensus among its Member states. The European Parliament
supports this initiative and has encouraged the EU to adopt a positive and constructive approach”.

The EU recognizes that biological agents and toxins are widely used for peaceful purposes in line with the provisions of the BTWC. At the same time there is a risk of natural or accidental spread of dangerous pathogens. 1 – Review Conference of the Biological Weapons Convention
Member States of the Biological Weapons Convention ( bwc ) met in Geneva from 28 November to 16 December 2022 for the 9th Review Conference to negotiate a new work program for the next five years.

The final document of the ninth review conference of the States parties to the Convention on the prohibition of the development, production and stockpiling of bacteriological (biological) and toxin weapons and on their destruction, 21 December 2022, Geneva, 28 November – 16 December 2022, reports only generic and essential points, without taking into consideration the key issues of the international situation:

  1. The proliferation of BSLs in the world, especially the 336 biosecurity facilities in 30 countries that collaborate with the US Department of Defense on biosecurity
  2. The progress of biotechnologies (synthetic biology) and nanotechnologies capable of creating chimeric recombinant biological entities specifically harmful to humans, and of practically realizing biological weapons in the laboratory, perpetrating biocrimes against humanity

The worst outcome of the two pandemic negotiations currently underway at the World Health Organization (WHO) (IHR and INB) would be conflicting definitions and processes, warned Dr Mike Ryan, health emergencies manager at the WHO. World Health Organization (WHO).

Since Health is a Fundamental Good of Humanity and Peoples, only at the UN, where all the countries and populations of the world are represented, is it mandatory to propose a
synthetic vision and a global strategy to generate a mandate to proceed towards a change o an extension of the mission of the WHO, as well as for the other 14 specialized agencies of the United Nations, based on the universal principles of the United Nations Charter on Human Rights and the Protection of the Human Genome and Biodiversity .
For all experts familiar with the mechanism of UN procedures, the anomalies of this complex agenda are evident, as is this acceleration engine promoted by the United States and its allies, especially the EU, after the strategic partnership of the Forum of the United Nations with the WEF in May 2019. This agenda is generating an arena of confusion, dangerous overlaps, using the new WHO reform strategy under discussion, inspired by the One Health design, as a basis for functional and structural changes to the United Nations , on a strange and unusual mechanism that starts from a United Nations agency (WHO) to change the whole asset of the United Nations.
There is a great convergence of international jurists who raise critical concerns on the legal validity of these procedures as well as on the real financial implementations, without
a clear financial plan that must involve governments first and private actors .

Two processes for the reset of the WHO

1 – International Health Regulations (IHR) amendments 2005 on public health emergencies, preparedness and response.

300 amendments proposed by 16 states, generating the “Item-by-Item Compilation ” (AbAC) in November 2022, reviewed by the Review Committee with respect to amendments to the International Health Regulations (RC) in a report (RC Report) issued on 6 February 2023, submitted to the Working Group on Amendments to the International Health Regulations (WGIHR).
The World Health Assembly attempted to adopt these amendments on May 23, 2023 in Geneva.
In Geneva, African countries voiced concerted criticism of the reform, forcing the agenda to be reformatted.

GENEVA, May 24 (Reuters) – African countries an objection to a US-led proposal to reform the International Health Regulations (IHR), a move delegates say could prevent approval at the annual meeting of the World Health Organization.

In his closing remarks , WHO Director-General Dr Tedros Adhanom Ghebreyesus noted that “the assessed contribution increase and investment round is historic and represents a huge milestone.” He spoke about the year ahead, with high-level meetings on universal health coverage, tuberculosis and pandemic preparedness and response at this year’s United Nations General Assembly. He pointed to the ongoing pandemic settlement negotiations and changes to the International Health Regulations as unprecedented “generational” opportunities to learn from the mistakes of the COVID-19 pandemic and ensure they do not happen again.

During the Assembly, a delegation from the Pan American Health Organization (PAHO), led by its director, Dr. Jarbas Barbosa, closely followed the proceedings and participated in a series of round tables and side events.

The PAHO director also met with Google Chief Health Officer Dr. Karen DeSalvo to discuss potential areas for future collaboration in areas such as vaccine hesitancy, mental health and digital transformation; and met with Chris Elias, chair of the Bill and Melinda Gates Foundation‘s Global Development Program, to discuss ways to improve immunization coverage in the region and revive PAHO’s elimination initiative that seeks to end more than 30 diseases and related conditions.

The PAHO director also spoke at an event on regionalized vaccine manufacturing organized by the World Economic Forum, where he stressed that the region, and the world, must prepare now to ensure equal access to vaccines in the event of another pandemic….

The new Agenda

The entire double process, I and II, is subjected to numerous critical points:
As the outcomes of these processes have the potential to affect the livelihoods, lives, health and human rights of individuals around the world, the key issue is that “ among other things ,…..the proposed amendments, if adopted, will give unique “emergency” powers to WHO and in particular its Director-General (DG), thus reinforcing securitized approaches to managing infectious disease outbreaks embodied in the so-called doctrine of global health security (GHS) which has dominated the WHO-led global response to Covid-19 under international health law.

Based on the UN Charter of Human Rights, it is a fundamental duty of the group of international lawyers to point out that their crucial issues are human rights-based comments on selected proposed amendments aimed at increasing WHO’s emergency and biosurveillance powers, as well as amendments that seek to expand the duties of states to build "core capabilities" to detect, assess, notify and report events that could constitute Public Health Emergencies of International Concern (PHEIC) and to respond to PHEICs.

The extension of WHO powers in the person of the WHO DG on PHEICs in the management of the IHR Treaty raises the question of the role of Tedros Adhanom Ghebreyesus, a highly controversial and low-authority figure, to maintain his position as WHO DG.
Surprisingly, the current WHO director, Tedros Adhanom Ghebreyesus , was confirmed in May for a new 5-year term, supported by new appointments within the WHO operational structure, which indicate clear planning with some countries to implement the Global Health Agenda, according to a pre-established and planned scheme

TEDROS ADHANOM GHEBREYESUS: WHO IS HE?

It is important to note that Tedros, ( born in the Eritrean city of Asmara, Dr. Tedros graduated from the University of Asmara with a degree in Biology, before earning a Master of Science (MSc) in  nfectious Disease Immunology from the University of London , a Doctor of Philosophy (PhD) in Community Health from the University of Nottingham and an Honorary Fellowship from the London School of Hygiene and Tropical Medicine) is not a doctor and his titles are typically built to pursue a political career, without any prestige On the contrary, he has emerged as a controversial international political figure, incompatible with his role, and was recently accused of aiding and abetting the genocide in Ethiopia through a complaint to the International Criminal Court ( ICC ) in 2020.

A criminal complaint filed today with the prosecutor of the International Criminal Court accuses the Director-General of the World Health Organization, Dr. Tedros Adhanom Ghebreyesus, of being responsible for genocide and crimes against humanity as one of Ethiopia’s leading exponents. officer before leading the WHO.
The ICC complaint was filed by David Steinman, an Ethiopian expert and author of a historical novel about Ethiopia’s human rights crisis, Money, Blood and Conscience , who accused Dr. Tedros of  wrongdoing in a non-fiction afterword from the Last year.

Human rights groups report whereas during that period the Ethiopian government systematically engaged in widespread human rights violations on an ethnic or political basis, including murder, torture, kidnapping, enforced disappearances, unlawful imprisonment and other inhumane acts.
The ICC complaint, which refers to witnesses and first-hand evidence, states that:

  1. Dr. Tedros is individually liable under Article 25 of the Rome Statute for intentional acts that contributed to the deaths and wounding of thousands of Ethiopians.
  2. Dr. Tedros is further liable under Article 28 of the Rome Statute “Superior Accountability”) for failing to take reasonable steps to prevent or punish an Ethiopian Government policy of genocide and crimes against humanity by security forces, paramilitaries and public officials partially under its effective control.
  3. According to the Doctrine of Effects, the ICC has jurisdiction over citizens of non-member states such as Ethiopia, whose violations harm ICC signatory states.
  4. Dr. Tedros’ violations have harmed States parties to the Charter by increasing refugee flows, causing their foreign aid to be wasted or misused, injuring or traumatizing Ethiopian residents of States parties, resulting in the abduction of a British citizen, and subjecting member states to Covid-related damages that could have been avoided had he not concealed his criminal past before his election to the WHO.

The diplomatic immunity normally accorded to senior officials of United Nations agencies does not protect them from prosecution by the International Criminal Court. Steinman has asked Ethiopian Prime Minister Abiy Ahmed to ask the International Criminal Court to accept ad hoc jurisdiction over Tedros’ alleged crimes as an additional jurisdictional basis.
“Tedros was the smiling, public face of a criminal dictatorship. As the third-highest official, he shares
responsibility for the atrocities under his control,” Steinman said.
The ICC prosecutor will evaluate the complaint and decide whether to investigate. Switzerland and the 122 other states party to the Rome Statute are obliged under the treaty to arrest Dr. Tedros and hand him over to the ICC if an arrest warrant is issued.
“An international criminal runs the world’s top global health agency” Steinman said.
WHO declined to comment on Steinman’s allegations.
Last November , Dr Tedros’ former TPLF colleagues, who retired after their 2018 ouster to lead the regional government of Tigray, started a civil war with the national government of Ethiopia that had replaced them by allegedly attacking a federal military barracks.

THE ETHIOPIAN GOVERNMENT
ETHIOPIA : ETHIOPIAN GOVERNMENT ACCUSES WORLD HEALTH ORGANIZATION DIRECTOR OF “MISCONDUCT” AFTER CRITICIZING CONDITIONS IN TIGRAY REGION
.
Tedros Adhanom Ghebreyesus was appointed four years ago by the Ethiopian government to head the
United Nations health agency, but says he “fell short of integrity and professional expectations“. He has been accused of interfering in Ethiopia’s internal affairs, according to a press release issued Thursday by the Ethiopian Ministry of Foreign Affairs: “Through his actions, (Tedros) has spread harmful disinformation and undermined the reputation, independence and credibility of WHO”, the statement read.
Tedros, has on many occasions criticized the situation in his home country and called for humanitarian
access to the conflict-ridden region of Ethiopia.
“Nowhere in the world are we seeing hell like Tigray,” Tedros said at a news conference on Wednesday.
He referred to a note that WHO recently received from a doctor in the region, indicating that health
authorities had run out of basic medicines for diseases including diabetes and were now using expired
stocks and intravenous.

Tedros accused Ethiopia of blocking international access to Tigray, saying WHO had not been allowed to send supplies to the region since July. However, the Ethiopian government believes Tedros is using his post "to further his political interests at the expense of Ethiopia" and said he continues to be an active member of the Tigray People’s Liberation Front; Tedros was foreign minister and health minister when the TPLF dominated the country’s governing coalition.
Food shortages
The United Nations World Food Program warned on Friday that its food assistance to northern Ethiopia’s coming to a halt as intense fighting has blocked the passage of fuel and food." No WFP convoy has reached the Tigray capital since mid-December. he said in a statement: “and the last of WFP’s cereals, pulses and oil will be distributed next week”. Stocks of nutritionally enriched foods to treat malnourished children and women are depleted.
“Now we have to choose who goes hungry to prevent another from starving” said Michael Dunford,
WFP’s regional director for East Africa. According to WFP, nearly 10 million people are in need of food
assistance.
In a separate statement on the war, the United Nations human rights office said at least 108 civilians had been killed in Tigray this year by air strikes “allegedly carried out by the Ethiopian air force”. He warned of possible war crimes.
The airstrikes have continued despite a shift in the war in recent weeks, with Tigrayan rebels retreating to their region and Ethiopian forces saying they would not pursue them further there. Meanwhile, Prime Minister Abiy Ahmed spoke of reconciliation and national dialogue.

EUROPEAN COLLUSION
In September, France, Germany and other European countries nominated Tedros for a second term as WHO director-general, the first time a candidate has not been backed by his or her home country. Tedros is expected to be confirmed for another five-year term in May as he runs unopposed.

WABT’S COMPLAINT TO THE ICC

In October 2022 WABT filed an ICC complaint, dubbed The Act, for biocrimes against humanity over the extensive SARS-CoV-2 cover-up, against 9 individuals plus one complicit witness to the false cover-up, who are responsible for the cover- up on the bioengineering of human SARS-like pathogens, including SARS-CoV-2, for the genesis of these chimeric recombinant viruses as a bioweapon , and for the safety of the WHO P4 International Laboratory in Wuhan, China.

Tedros was sued for the total cover-up of the Wuhan case and consequent pandemic and for misconduct in ensuring the security and safety control of the P4Lab and for negligence in supervising research programs in Whuan (Gain of Function, biological weapons) , and for being complicit in the perpetration of a health crime against humanity Jeremy Farrar has been accused of complicity in the conception, design and international publication of documents in support of the cover-up, in support of a campaign of disinformation on the origin of the virus and the resulting health crime.

The International Health Regulations ( 2005 ) (IHR) provides a general legal framework defining the rights and obligations of countries in dealing with public health events and emergencies that have the potential to cross borders . The IHR is an instrument of international law that is legally binding on 196
countries, including the 194 member states of WHO.
